The Director will be responsible to the Authorized Officer for provision of strategic direction and overall leadership of the Human Resource Management and Development function in a Ministry/State Department. The officer will work closely with Public Service Commission in realizing the provision of Article 234 and promotion of values and principles in Article 10 and 232 of the Constitution in relation to Human Resource Management and Development. The officer will liaise and consult the Directorate of Public Service Management on the implementation of Human Resource Management and Development policies, strategies, systems and procedures in a Ministry/State Department.
Specifically, the officer will be responsible to the Authorized Officer for:
(i) coordinating implementation of policies and appropriate strategies and providing technical advice for effective Human Resource Management and Development in the Ministry/State Department;
(ii) advising on establishment of appropriate frameworks in the Ministry/State Department for the discharge of Human Resource Management and Development functions delegated by the Public Service Commission to the Authorized Officer;
(iii) preparation and implementation of Human Resource Management and Development plans and strategies to support implementation of the Ministry’s/State Department’s Strategic Plan;
(iv) on the basis of annual workload and job analysis, prepare annual recruitment plans and liaise with Treasury to ensure adequate funding for vacant posts
